Introduction
The Centers for Medicare and Medicaid Services have issued a directive for Michigan Medicare-Medicaid Plans regarding the 2025 Consumer Assessment of Healthcare Providers and Systems (CAHPS) measures. Under the capitated financial alignment model, these plans must comply with additional reporting requirements. This includes incorporating specific supplemental questions as identified by an independent evaluator and the state, while limiting the ability to add plan-specific questions, ensuring compliance and effective data collection.

PACE Compliance
The requirements outlined in this memo pertain to Medicare-Medicaid Plans (MMPs) in Michigan under the capitated financial alignment model, particularly in relation to the Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey.
PACE programs must be aware that if they operate under a similar capitated financial alignment model, they may be subject to similar CAHPS survey requirements as outlined for the Michigan MMPs. This includes:
- Conducting and reporting the CAHPS survey annually.
- Contracting with CMS-approved vendors if they meet the required enrollee threshold.
- Inclusion of mandatory supplemental questions as specified by evaluators and/or the state.
Non-compliance with these requirements may result in compliance actions, hence, it is essential for PACE programs to ensure adherence to CAHPS reporting requirements as applicable.
