Introduction

The Centers for Medicare & Medicaid Services (CMS) has issued an important memorandum on March 25, 2025, regarding the user authorization process for the Medicare Plan Finder (MPF) Communications Web Portal. This secure portal is essential for Part D sponsors to access critical contract-specific reports related to Star Ratings and MPF accuracy measures. The memorandum outlines the procedures that Medicare Compliance Officers must follow to grant portal access, manage user designations, and ensure security in handling sensitive data. Key reports will be available via the portal, following the outlined authorization process.

Key Dates and Deadlines

  • Date of Memorandum: March 25, 2025
  • Announcement of MPF Drug Pricing Data Monitoring: October 31, 2024

PACE Compliance

This memo is relevant to PACE programs because it details access to the Medicare Plan Finder Communications Web Portal, which is crucial for downloading contract-specific detail reports. Ensuring the accuracy of Star Ratings and Display page MPF accuracy and stability measures appear particularly relevant.

PACE plans must ensure that their Medicare Compliance Officers are aware of the user authorization process and have access to updated security tools, particularly if they are transitioning from contracts from prior years or are beginning new contracts in 2024 or 2025.

Plans are required to monitor Plan-level National Drug Codes (Plan-NDCs) with significant price increases, starting after the Medicare Annual Enrollment Period (AEP). Informational reports associated with these codes will be accessible shortly after.

Compliance officers within PACE programs must ensure:

  • They are using the User Security Web Portal to manage access and authorizations for their team.
  • They strictly follow the user limit policy of five authorized users per contract.
  • They properly designate users and authorize access permissions to the MPF Communications Web Portal.

Moreover, access to MPF Measure Reports and MPF Part D Drug Pricing Data Submission Monitoring Reports require specific Summary and Confidential Beneficiary Reports access permissions. Hence, PACE compliance officers must assign these permissions accordingly to designated users.

Plans that are non-compliant might face challenges with report accessibility, thus impacting their MPF price accuracy and display measures on Medicare’s systems.

Required Actions

1. Ensure the Medicare Compliance Officer identifies individuals who should have access to the MPF Communications Web Portal. This includes retaining previously authorized users or adding new users if the contract was new in 2024 or 2025.

If a contract is limited to five authorized users, modifications should be made according to the number.

2. Utilize Acumen’s User Security Web Portal to manage access. The Officer must log in using their CMS IDM credentials. For new contracts, ensure the contact information in HPMS is updated so Acumen can provide login credentials.

3. The Medicare Compliance Officer must designate users and authorize access permissions via the User Security Web Portal, ensuring that each user has the appropriate access permissions for the MPF Communications Web Portal.
