The purpose of this memorandum is to provide Part D sponsors with guidance as they prepare to submit bids for CY 2024. This memorandum includes both annual programmatic updates and program instruction for the implementation of provisions effective in 2024 enacted in the Inflation Reduction Act (IRA, P.L. 117-169), on August 16, 2022.
